Web Graphics on a Budget is a great site for graphics manipulation information. Although referring to older versions of Paint Shop Pro (when it was still owned by JASC) it none-the-less offers good principles that are transferable to almost any graphics program. There are some great links here, too, and some additional information about .pdf (Adobe Portable Document Format) documents. Well worth the look.
